SPC700 is similar to Paula ?

Hello everyone

came here because I've been struggling to find technical information on the SPC700.

From what I've read, the SPC700 is described as an 8-channel version of the Amiga's Paula

I thought this chip performed some kind of sample-based synthesis, but from what I've read, it's just a PCM playback soundchip ?
