I know of three modern ROM dumpers
1. INL Dumper-Programmer (beta release 2018, nothing since then)
2. Retrode (out of stock right now)
3. Sanni's cartreader (can buy for $250 or build yourself)
but that doesn't explain the abundance of illegal ROMs on the internet because these dumpers were only made in the 2010s.
