sprite priority - excitebike

Hello everyone,

I'm trying to properly implement sprite priorities.

I detect that the sprite below has background priority, so it should be behind the background (the priority is deactivated in the screenshot below for illustration purposes). Therefore, I don't understand why it is normally visible.

Does anyone know if this sprite is supposed to have background priority? And if so, by what magic is it supposed to be visible?
