Different PPU's = same colors?

I've been slightly messing around with the RPC204-0001 and RPC204-0003 PPU's but are having some issues here..
Assume color $1C (red) on the 0003 does it look exactly the same on screen as color $2 on the 0001? Hope you get what I mean..
