Help diagnosing nonfunctional NES cart

I've got a broken copy of "Mike Tyson's Punch Out!", and could use some expert help diagnosing the fault. The game makes fine connection to the console, solid light, but empty screen.

The board looks clean, and when I got it there was no evidence of repair work on it. See pictures attached. I cleaned everything and replaced that electrolytic cap in the corner to no effect, but testing the old cap seems to show it was ok anyway. I also re-flowed basically everything, and continuity seems to be fine everywhere.

This would seem to indicate either one of the ICs is bad, or those resistor-shaped caps. Anyone have any advice on what they'd try next?
