Question about ppu's shift register

While I was looking at the documentation related to PPU rendering, I found that the shift register is described as follows: the image data is stored in the high 8 bits, and the low 8 bits are used for rendering. My understanding is that it shifts to the right, so how are the pixels taken within each dot? If only the 0th bit is taken, wouldn't the resulting tile be horizontally flipped?
